Kèr Tmeviy̼wi̊n (Tmeviy̼ /wi̘n/ [flight] [property]) is a subtropical Large Town located in Lokikrutpeha Dutchy, Tafogin Provence, within the Dalandic Empire.

The name Kèr Tmeviy̼wi̊n is derived from the Tauric language, as Kèr Tmeviy̼wi̊n was founded by Thydan Cadwardd, who was culturaly Tauric.

Climate

Kèr Tmeviy̼wi̊n has a yearly average temperature of 22°C (71°F), with its average temperature during the summer being a pleasant 25°C (77°F) and its average temperature during the winter being a cool 20°C (68°F). Kèr Tmeviy̼wi̊n receives an average of 135 cm/y (53 in/y) of precipitation, most of which comes in the form of rain during the spring. Overview

Kèr Tmeviy̼wi̊n was founded durring the late 14th century in fall of the year 1281, by Thydan Cadwardd. The establishment of Kèr Tmeviy̼wi̊n suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Kèr Tmeviy̼wi̊n was built using the conventions of Tauric durring the late 14th century. Naturaly, all settlmentss have their own look to them, and Kèr Tmeviy̼wi̊n is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Kèr Tmeviy̼wi̊n is buildings are speckled and packed arround premissive canals streets with seemingly no patern to them. It appears as if the town's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a town. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Kèr Tmeviy̼wi̊n's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Kèr Tmeviy̼wi̊n's boondoggle-of-a-fortified wall are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

Kèr Tmeviy̼wi̊n is, in a word, disorder. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.

Civic Infrastructure

Kèr Tmeviy̼wi̊n possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Kèr Tmeviy̼wi̊n has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kèr Tmeviy̼wi̊n. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kèr Tmeviy̼wi̊n's parks.

Kèr Tmeviy̼wi̊n has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Tmeviy̼wi̊n.

Kèr Tmeviy̼wi̊n has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Tmeviy̼wi̊n has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Tmeviy̼wi̊n has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Tmeviy̼wi̊n's public wards, blessings, and other arcane systems.

Kèr Tmeviy̼wi̊n possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large Town. Kèr Tmeviy̼wi̊n's grid is powered by a boiler and turbine based power plant.

Kèr Tmeviy̼wi̊n's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Kèr Tmeviy̼wi̊n has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kèr Tmeviy̼wi̊n's natural decorations nor waterways.

Kèr Tmeviy̼wi̊n has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Kèr Tmeviy̼wi̊n has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Tmeviy̼wi̊n has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Kèr Tmeviy̼wi̊n's mayor's house was built using a different architectural style from the rest of the town. The style used is which made use of the classical orders and mathematically precise ratios of height and width combined with a desire for symmetry, proportion, and harmony. It used columns, pediments, arches and domes are imaginatively in buildings of all types. Decorative features were seen as largely unnecessary as the sheer beauty of the structure itself was often close to art. However, many buildings with large ceiling spaces had their ceilings decorated with elaborate paintings, simply because the large flat spaces could feel wasted.

Due to the actions of local Kami, autumn is long in Kèr Tmeviy̼wi̊n.

The Snake, Viper near Kèr Tmeviy̼wi̊n are known to be more aggressive than normal.

Kèr Tmeviy̼wi̊n's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves creating small tokens to channel Abjuration energies of tier 3 via recitation of poetic epics.

The locals often repair the road by putting down wooden decking.

In time immemorial, reportedly some time during the early 2nd century a local hero by the name of spared the town from an attack. A small order of knights was founded in 's honor, and bears his name to this day.
